Do freelancers in Pakistan have to file a tax return?

Short answer: yes, almost certainly. The tax your bank deducts is only final if you file. And since 1 July 2026, getting back on the Active Taxpayer List after missing the deadline costs Rs 25,000.

Who has to file

Under section 114, you must file an income tax return if any of these apply:

  • Your taxable income is above Rs 600,000 a year
  • You have income under final tax, including freelance export income taxed under section 154A
  • You have an NTN
  • You were charged to tax in either of the two previous years
  • You own a house or plot of 500 square yards or more, or a flat of 2,000 square feet or more, in a rating area (smaller sizes count in municipal, cantonment or Islamabad limits)
  • You own a vehicle above 1000cc

If you're earning a living from freelancing, you're in.

"The bank already took 1%. Isn't that enough?"

The deduction is only your final tax if you file a return. That's a condition written into section 154A. Don't file, and FBR can treat that income under normal rules, where business income above Rs 5.6 million is taxed at 45%.

What non-filers pay extra

If you're not on the Active Taxpayer List (ATL), you pay more every time you do something visible:

When youFilerNon-filer
Buy property1.25%10.5% to 18.5%
Sell property2.75%11.5%
Register a car0.5% to 12%Three times that
Earn bank profit20%40%
Withdraw cash above Rs 50,000 a day0%0.8%
Pay foreign websites by card0.5%1%

On a Rs 30 million flat, that's Rs 375,000 as a filer against Rs 3.15 million as a non-filer. Work out your own cost.

Missed 31 October 2026?

The return for tax year 2026 was due on 30 September and was extended twice, to 31 October 2026. FBR then refreshed the ATL and removed those who hadn't filed.

  1. File the return on IRIS as soon as you can. A late-filing penalty may apply.
  2. Pay the ATL surcharge of Rs 25,000 (it was Rs 1,000 until June 2026), or give FBR an undertaking not to buy property for six months (section 182A(3), added by Finance Act 2026; FBR's Form ATL-U for this was issued in draft on 6 October 2026, SRO 1691(I)/2026).
  3. Check your ATL status a few days later.

Don't forget the wealth statement

Every individual who files must also submit a wealth statement listing assets and liabilities, and it must reconcile with your income and spending. IRIS rejects a return where it doesn't. Freelancers often trip here because foreign balances and cash aren't tracked. See the common mistakes.
